TOURNAMENT RULES AND REGULATIONS CHIPKIZI CUP 2023

Qualification structure.

The tournament will start in a bracket format in which all teams will advance to a knockout phase to ensure quality play and sufficient playing time for all the participating teams.

4 – 5 teams compete in each bracket (depending on the number of participating teams).

The 2 top teams in each bracket will advance to the knockout phase of the ‘African Chipkizi Cup’ and the remaining teams (depending on the number of participating teams) go to the ‘plate Cup’.

The knockout phase will consist out of the quarter-finals, semi-finals and final of the competition (depending on the number of participating teams and the duration of the games).

The winner of the final wins the competition, and the losing team automatically gets 2nd place.

Each team will play a minimum of 4 games.

The exact venue of the event(s) will be the Braeburn International School, Aga Khan, UWC East
Africa and TGT.

Registration Tanzanian teams: A non-refundable participation fee of $110 or Tzs 250,000/- will be charged per team if you pay before October 30th, 2023.

Registration International Teams: A non-refundable participation fee of $160,  Tzs. 370,000 /- will be charged per team if you pay before October 30th, 2023.

All teams are requested to confirm the age category they wish to compete in by completing the
participation form and pay the correct fee. Registration should be sent by email or online by
November 10th, 2023.

All participating teams are instructed to organize their own accommodation, meals, transport, First Aid, insurance etc. for their players and officials.

Participating teams will not hold the organizer liable for any injuries, losses or any damages during the tournament.

At the tournament we have a tournament committee who has the right to refuse a player(s) that we feel do not fit the proper age category for the integrity of the fair play (age cheating).

Teams will be responsible for their internal affairs. Disputes within the teams, that jeopardize the credibility of the tournament may lead to automatic disqualification from the tournament.

In the event of violence, criminality or any form of hooliganism from fans/spectators/parents, team members or team officials, the event organizers’ reserves the right to disqualify the responsible team. In extreme situations legal action including security officers may be deployed.

The schedule may change and qualification procedures may change depending on the number of
teams.

There is no possibility to discuss or change decisions made by staff members or tournament committee. We need to respect their opinion no matter what cause.

Which players are allowed to play in which category?
Addition: A player is not allowed to switch between categories during the tournament.

The Tournament committee judging the age of the players, according to birth certificates, national identification and their own judgements. Final decisions of the committee can’t be discussed or changed.

Age screening and verification will be done the day before the start of the Chipkizi Cup 2023.

0

International team require a passport of the participating players for the age verification. Teams originated form Tanzania are allowed to verify their players with birth certificate, clinic card or national ID.

Players that have been checked and cleared by the Tournament committee will receive a bracelet according to the corresponding age category.

0

Players are only allowed to play if they have an unbroken bracelet of the corresponding age category. Players without a bracelet or with a broken bracelet will not be allowed to play.

If the bracelet breaks a new one can only be obtained through a new age verification screening at the Tournament committee. Make sure to bring all the identification documents of the players every day of the tournament to make sure a new bracelet can be obtained if necessary.

If the bracelet breaks during the tournament a new one is needed, broken bracelets will not be accepted as proof.

A player can only be registered in one team per age category.

A younger player is allowed to play in one age category above.

An older player is not allowed to play in an age category below.

An exception of three (3) players are allowed to play in the Under 20 age category that are over 20 years old, but not older than 23 years old (Born after January 1999)

Each team is allowed to make unlimited substitutions during dead ball situation after confirming with the referee.

0

U17 and U20 are allowed to have a maximum of 5 substitutions per game.

0

Games drawn at full time during first round remain a tie. Play-off games and Sunday games will go straight to penalties. In the first round in case of a tie the head to head record will determine progression, and then followed by amount of goals for then against.

Match officials must be respected at all times; disrespect may lead to a warning, yellow card or even a red card.

0

Serious foul play, violent conduct, spitting, deliberate hand-ball to prevent a goal, a professional foul (denying a goal scoring opportunity) and insulting language and/or gestures WILL lead to a straight red card. A straight red card will lead to an exclusion of the next game, group game or the next knock out game. U7’s up to U13’s can be sent off for 1/2 half of a game.

Two yellow cards in the same game will lead to exclusion for that same game and missing the following game. Yellow cards in the group will be cancelled in the knock out rounds.

Offside rules and FIFA rules apply U15, U17 and U20 age groups (full size field). Offside rules for U13 will be called when the player is blatantly sitting and waiting in an offside position.

According to a back pass we apply to the FIFA rules.

In an event that shows improper conduct and player age fabrication the team associated will be either: terminated from the tournament or game forfeited and points awarded to the opposition at the discretion of the organizing committee.

The referee guided by the rules has the final say of the outcome on the field.

Teams are required to check in 30 minutes prior to the start of their game.

0

No show, termination or showing up late (10 minutes after scheduled kick off time) will result in your match being forfeited and the opposition team will be awarded 3pts and 2 goals.

In event that a team does not minimum play 50% of their scheduled matches in group play – all their scores will be null and voided from the tournament. Furthermore, the team will not be eligible to participate in the next 2 African Chipkizi Cups. If a team completed 50% of their scheduled group games. The next match they miss they will be awarded 0 points and 3 goal deficit (0-3). The opposing team will be awarded 3pts and 3 goals.

The rules written above are leading but can always be changed in certain situations by the staff members.

Reminder

The aim of the tournament is to show case youth talent and young players to experience and meet other youth from around East Africa and beyond. The organizer has the right to terminate/disqualify a team or player for playing over aged players or misconduct!
